Draft Law on Ensuring Fulfillment of International Ozone Layer Protection Obligations: Successful First Reading at the State Duma
On May 14, 2013, draft law “On amending Article 82 of the Russian Code of Administrative Violations and Federal Law “On Environment Protection” in part of ensuring fulfillment by the Russian Federation of its obligations under the Montreal Protocol on Substances That Deplete the Ozone Layer to the Vienna Convention for the Protection of the Ozone Layer” successfully passed first reading by the State Duma. Natural refrigerant ammonia. Chemical and technical security of the Russian Federation
On October 16, 2013, conference “Natural refrigerant ammonia. Chemical and technical security of the Russian Federation” organized by UNIDO, GEF and MNRE will take place. The conference will be dedicated to prospects for proliferation of ammonia as a refrigerant in the Russian Federation, experience in its use in the country and abroad, and need for initiating changes to legislation that favor proliferation of ammonia and other natural refrigerants with respect of the chemical and technical security of the Russian Federation. Steering Committee of the UNIDO/GEF/MNRE Project
On March 25, 2013, a VoIP meeting of the Steering Committee of the Project for HCFC phase out in the Russian Federation took place in the Vienna and Moscow UNIDO Headquarters. The meeting was attended by representatives of the Russian Ministry of Natural Resources and Environment, Ministry of Foreign Affairs, UNIDO and ANO National Environmental Management and Cleaner Production Center for Oil and Gas Industries. Russian MNRE Meeting for the Prevention of Ozone-Depleting Substances Trafficking and Decrease of Their Releases and Leakages
On January 25, in the Hall of Russian MNRE Board, meeting “Prevention of Illegal Import of Ozone-Depleting Substances into the Russian Federation and Decrease of Their Releases and Leakages at Maintenance of Equipment Containing Such Substances” was held. The meeting was attended by more than 60 persons including representatives of federal executive bodies (MNRE of Russia, MIT of Russia, MOI of Russia, FCS of Russia, and FTS of Russia); heads of major manufacturers and suppliers of refrigerants; industry associations and self-regulated organizations working in the field of HVAC&R equipment installation and maintenance. Russia refused to assume obligations under the second commitment period of the Kyoto protocol
At the 18th UN Climate Change Conference that took place in Doha, the Qatari capital, the majority of votes adopted the amendment stipulating the beginning of the second commitment period of the Kyoto protocol on January 1, 2013. The period will end in 2020. Russia, Japan, New Zealand and Canada pulled out of the protocol. Read more
ECA customs cooperation meeting on ozone-depleting substances and ECA ozone protection award for customs & enforcement officers in Istanbul, Turkey, 9-11 October 2012
It is the second time that awards of honor have been presented to Customs and Enforcement Officers from China, European Union, Finland, Kyrgyzstan, Macedonia FYR, Russian Federation, Serbia, Turkey and Uzbekistan in recognition of their strong commitment to address illegal / unwanted trade in ozone-depleting substances (ODS). This initiative is crucial to provide recognition and visibility to Customs Services in the role of implementing trade-related Multilateral Environmental Agreements such as the Montreal Protocol. Illegal ODSs seized at the Serbian border
On 16 July 2012, Serbian Customs Service seized 17 refrigerant cylinders without any accompanying documentation. They were labelled as R134a but the testing with a refrigerant identifier revealed that they actually contained a mixture of R22 (74%), R12 (15%) and R134a (11%). The cylinders were hidden in the luggage compartment of a passenger bus on its way from Nis in Serbia to Sarajevo in Bosnia and Herzegovina. They were detected when the bus was scanned at the border crossing point Kotroman near Uzice Read more
