Website history

Created in 2021 under the UNIDO-GEF-MNRE project on HCFC phase-out in the Russian Federation, ozoneprogram.ru became the first website dedicated to the protection of the ozone layer. Its materials on phase-out of ozone-depleting substances (ODS) has always highlighted that transfer to hydrofluorocarbons (HFC), i.e. fluorinated greenhouse gases, is not the desired option.

The website materials are selected to be of interest to schoolchildren, students of vocational schools, institutes, and universities, teachers and professors, specialists of the refrigeration and air-conditioning industry, representatives of environmental organizations, media professionals covering environment protection and sustainable development, businessmen, scientists, officers of three branches of government.

Regular relevant updates moved the website to the top by search results and increased the daily traffic up to 1,000 visitors.

Initially, the website was registered in the name of the UNIDO Centre for international industrial cooperation in the Russian Federation.

Upon completion of the GEF-UNIDO-MNRE project, the rights on the website were assigned to the International Centre of Scientific and Technical Information (ICSTI) that in March 2015 became the Executing agency of the project.

The site was reorganized in 2018, and new materials were added, dedicated to the adoption of the Kigali amendment, the HFC phase-out schedule, other projects on phase-out of ODSs and F-gases implemented in, or involving the Russian Federation. One of such projects is the development of the regional centre of excellence in Armenia.

In 2021, the Steering committee of the Arctic Council Project on the phase-out of ozone-depleting substances and fluorinated greenhouse gases in the fishing industry of the Murmansk oblast accepted ICSTI’s proposal on adapting ozoneprogram.ru to the needs of the project instead of creating a new website from scratch. The subject matter of the website meets the essence of the Arctic Council project, the website still makes the top by relevant search results, and the target audience of the website agrees with the target audience of the project to a great extent.

The central task of ozoneprogram.ru as the website of „the Arctic council Project is, as before, the informational support to the phase-out of ozone-depleting substances and fluorinated greenhouse gases in the Russian Federation.

The emphasis is now made on coverage of the implementation of the Project, activities on phase-out of ODSs and F-gases in the fishing and fish-processing sectors of the Murmansk oblast, dissemination of successful practices in the entire fishing industry and other sectors of the Russian Arctic zone.

The website is expected to embrace all the ICSTI member states, so it will make a great contribution to international coordination and information support of protection of the ozone layer and fight against global warming.
