Steering Committee of the UNIDO/GEF/MNRE Project

On March 25, 2013, a VoIP meeting of the Steering Committee of the Project for HCFC phase out in the Russian Federation took place in the Vienna and Moscow UNIDO Headquarters. The meeting was attended by representatives of the Russian Ministry of Natural Resources and Environment, Ministry of Foreign Affairs, UNIDO and ANO National Environmental Management and Cleaner Production Center for Oil and Gas Industries.

The Committee positively evaluated the work of the Project Management Unit for the period from March 1, 2012, to March 1, 2013, and approved the work plan for 2013–2014.

Besides, the following questions have been discussed:

  • control over execution of transition of Russian enterprises that receive technical aid as part of the UNIDO/GEF-MNRE Project for transition to ozone-safe technologies;
  • organization of the ammonia use conference in October 2013;
  • cooperation with the Open Government as part of the Project implementation activities;
  • assistance to business representatives with the aim of preventing trafficking and reducing emissions of ODS in the Russian Federation;
  • preparation of analytical papers on HFC consumption volumes and forecast in the Russian Federation;
  • conduction of the all-Russian competition “Protect the Ozone Layer and Earth Climate” (Government Edict No. 2189-p dated November 26, 2012);
  • research of organization possibility for HC-based ozone-safe refrigerant and foam agent manufacture in the Russian Federation;
  • equipment of customs checkpoints with ODS rapid-response analyzers;
  • other questions.
