Documents for the ODS and F-gas recycling and destruction system developed

January 2022 saw yet another stage of activities aimed at the establishment of the ODS and F-gas reclamation and destruction system in the Murmansk oblast under the Arctic Council project: a package of documents, including a feasibility study and technical documentation, was developed.

The section “Development of the technical documentation for the establishment of the ODS and F-gas recycling and disposal system in FI MO” covers, in particular, ODS and F-gas destruction technologies approved by the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, and permitted by the laws and regulations of the Russian Federation in effect. The report presents a detailed list of equipment for ODS and F-gas recuperation, reclamation, and recycling to establish the ODS and F-gas recycling system on the basis of BarentsCool Ltd, and a detailed analysis of obtaining permits for the establishment and operation of the center.
The section “Development of the feasibility study for the establishment of the ODS and F-gas recycling and disposal system in the Murmansk oblast” provides an overview of the international and national legislation on recuperation, reclamation, recycling, and destruction of ODSs and F-gases, forecasts ODS and F-gas consumption (leaks), recovery and destruction volumes in the fishing industry of the Murmansk oblast until 2043, and provides cost estimate and sales potential of reclaimed ODSs and F-gases.
The report assesses the resources necessary for the operation of the ODS and F-gas reclamation and destruction system, analyzes the potential of the selected company, and offers detailed management recommendations in view of the Russian laws and regulations in effect.
Special attention is given to the possibility of applying the same technologies for destroying ODSs and F-gases with POPs (persistent organic pollutants).
The section “Conclusions” offers results of the analysis of legal, regulatory, technical, economic, logistical, and other aspects of the establishment of the ODS and F-gas recycling and destruction system in the Murmansk oblast.
The section “Recommendations” contains experts’ proposals to BarentsCool Ltd., ICSTI, the Ministry of Natural Resources and Environment of the Russian Federation, and other federal executive bodies concerned.
