Organizational Structure of the Project

Ministry of Natural Resources and Environment of the Russian Federation
The Ministry of Natural Resources and Environment of the Russian Federation (MNRE RF) is a federal executive body that formulates state policy and ensures regulation of study, use, restoration and conservation of natural resources.
MNRE RF initiated the Project, “Phase-out of Fluorinated Greenhouse Gases and Ozone-Depleting Substances at Fish and Seafood Processing Enterprises of the Murmansk Oblast (Arctic Zone of the Russian Federation).” Read more
Arctic Council Project Support Instrument
The Arctic Council Project Support Instrument (PSI) is a special purpose fund to finance projects aimed at preventing pollution in the Arctic region and approved by the Arctic Council, an intergovernmental forum that coordinates efforts in the area of sustainable development and conservation of the Arctic nature.
PSI finances the Project, “Phase-out of Fluorinated Greenhouse Gases and Ozone-Depleting Substances at Fish and Seafood Processing Enterprises of the Murmansk Oblast (Arctic Zone of the Russian Federation).” Read more
Nordic Environment Finance Corporation
The Nordic Environment Finance Corporation (Nefco) is an international financial institution founded by the Nordic countries to improve the environment.
Nefco participates in the Project in the capacity of a financial manager of the Arctic Council Project Support Instrument. Read more
International Centre for Scientific and Technical Information
The International Centre for Scientific and Technical Information (ICSTI) provides information, analytical, consulting, and organizational support to the international cooperation in science, technologies, and business. The center has a great history of large-scale projects, including those implemented in cooperation with UNIDO and UNEP.
ICSTI was approved as the Implementing Agency for the Project, “Phase-out of Fluorinated Greenhouse Gases and Ozone-Depleting Substances at Fish and Seafood Processing Enterprises of the Murmansk Oblast (Arctic Zone of the Russian Federation).” Read more
Russian Executing Agency (REA)
VTB Bank acts as the Russian Executing Agency (REA) of the Arctic Council Project Support Instrument, exercises functions of an agent bank that manages Arctic programmes funds on the Russian side, and participates in prequalification, evaluation and preparation of project proposals and projects.
REA supports the Project, “Phase-out of Fluorinated Greenhouse Gases and Ozone-Depleting Substances at Fish and Seafood Processing Enterprises of the Murmansk Oblast (Arctic Zone of the Russian Federation).” Read more
