Survey of ODS and F-gas consumption at the end of the Project implementation

Background

The environmental audit will be conducted to evaluate the Project’s performance.

Component activities

The activities planned within this Component in 2020 were:

  • surveying the consumption of ODSs and F-gases, heat and electrical energy, associated greenhouse gas emissions, and production of wastes of decommissioned refrigeration equipment and used refrigerants, at the end of the Project implementation;
  • making the complex environmental audit of the outcomes by its components and the whole Project;
  • training personnel of the Federal Service for Supervision of Natural Resource Usage and the Ministry of Natural Resources and Environment of the Murmansk oblast to establish a regional monitoring system of ODS and F-gases.

Outcomes of the Project

The Project team should obtain the information for the complex environmental audit at the end of the project implementation and for the assessment of the project’s performance. The audit and assessment will allow evaluating the project outcomes and preparing the project reports.

In the course of the project implementation, the content of this component has been adjusted and currently includes:

  • surveying the consumption of ODSs and F-gases, heat and electrical energy, associated greenhouse gas emissions, and production of wastes of decommissioned refrigeration equipment and used refrigerants, at the end of the Project implementation;
  • making the complex environmental audit of the outcomes by its components and the whole Project;
  • training personnel of companies of the Murmansk oblast to establish a reporting system of ODS and F-gases.

Thus, the task of training personnel of Rosprirodnadzor and the Ministry of Natural Resources and Environment of Russia, who would have to control the submission of reports of legal entities and individual entrepreneurs on the consumption of ODS and F-gases, was replaced by the task of training specialists in the refrigeration industry, who would have to submit such reports on a regular basis.

Since the project is considered as a pilot one for the fisheries industry of the Murmansk oblast and the Russian Federation, its positive outcome can initiate an accelerated transition of the fisheries industry of the whole Russia to substances with low global warming potential and zero ozone-depleting potential.
