Changes to the Russian legal framework as regards ODS circulation

On November 20, 2014, the Russian government adopted two documents that specified certain aspects of ODS circulation in the country.

In pursuance of the Russian government’s Decree No. 228 “On measures of state regulation of consumption and circulation of substances that depleted the ozone layer” dated 24.03.2014, the government’s Direction No. 2327-p stipulated allowable ODS production and consumption volumes.

Besides, Decree No. 1229 was adopted on changes to above Decree No. 228. Among other issues the new decree modifies reporting forms for produced, used, stored, recuperated, reclaimed, recirculated, and destroyed ODS. It is important to emphasize that the changes were initiated by UNIDO-Business working group.

The new reporting form for produced ODS requires specifying a technological process in which ODS is used and its remainders at the beginning of year. The reporting form for recuperated, reclaimed, and destroyed ODS was improved, and that for stored, recirculated, and used ODS was presented for the first time.
