Russian Government to adopt new measures on state regulation of consumption and use of ODSs and F-gases

On February 18, 2022, the Government of the Russian Federation adopted the Regulation No.206, “On measures of the state regulation of consumption and circulation of ozone-depleting substances.”
The regulation defines a list of substances to be regulated by the state—including 18 widely used hydrofluorocarbons (HFCs)—and their volume allowed for consumption.
The new document obliges individual entrepreneurs and legal entities to keep records of ODSs and HFCs and establishes the reporting procedure and form.
Except for some clauses, the regulation is effective from the official publication date. The clause stipulating the procedures for ODS and HFC record keeping and reporting and Annex 1 with the updated reporting form will become effective for six years since September 1, 2022.
With the adoption of the regulation, several preceding regulations, in whole or in part, cease to be in force.
The Regulation of the Government of the Russian Federation No.228 “On measures of the state regulation of consumption and circulation of ozone-depleting substances,” 24.03.2014, except for clause 6 and Annex 1; is repealed.
Clause 6 and Annex 1 of the said Regulation and Regulation No.1229 “On amendments to the Resolution of the Government of the Russian Federation No.228, 24.03.2014,” 20.11.2014 are declared null and void as of September 1, 2022.
