Joint training session in Ashgabat organized by representatives of the Turkmenian Ozone Unit and UNIDO Project for HCFC phase-out in the Russian Federation
On November 21–22, 2013, Ashgabat, the capital of Turkmenistan, saw a two-day training session dedicated to the use of natural refrigerants as alternatives to ozone depleting substances being under phase-out. The organizers were members of the Ozone Unit under the Turkmenian Ministry of Environment Protection and UNIDO project for HCFC phase-out in the Russian Federation. The session was timed to the 20th anniversary of signing the Vienna Convention and Montreal Protocol by Turkmenistan. Read more

The Ozone Layer is Under Protection of Ministers and Students
On September 16, 2013, a ceremony of awarding the winners of all-Russian competition “Protect the Ozone Layer and the Climate of Earth” took place in the conference hall of the Ministry of Natural Resources and Environment of the Russian Federation.
The competition summing up was timed to the 26th anniversary of the Montreal Protocol on Substances that Deplete the Ozone Layer. In 1994, the UN General Assembly proclaimed September 16 the International Day for the Preservation of the Ozone Layer. The motto of the Ozone Day is “Save Our Sky: Protect Yourself, Protect the Ozone Layer.” This environmental event is widely celebrated all over the world: government officials, scientists and experts make speeches; TV and radio channels broadcast programs, and newspapers and magazines print articles, dedicated to the protection of the ozone layer; information web-sites get launched; students and pupils attend numerous workshops. All-Russian Competition “Protect the Ozone Layer and Earth Climate”
At 11 a.m. on September 16, 2013, a ceremony of awarding the winners of all-Russian competition “Protect the Ozone Layer and the Climate of Earth” took place in the conference hall of the Ministry of Natural Resources and Environment of the Russian Federation. The competition was held as part of the formal events of the Year of the Environmental Protection in pursuance of the Russian President’s Decree No. 1157 “On conducting the Year of the Environmental Protection in the Russian Federation” of 10.08.2012 and Edict of the Government of the Russian Federation No. 2189-p of 26.11.2012. The competition participants were students of schools, secondary vocational and higher education institutions. The competition organizers were: the Ministry of Natural Resources and Environment, Ministry of Education and Science of the Russian Federation, and UNIDO (United Nations Industrial Development Organization). Draft Law on Ensuring Fulfillment of International Ozone Layer Protection Obligations Passed the Second and Third Reading at the Russia’s State Duma
On July 3, 2013, draft law “On amending Article 82 of the Russian Code of Administrative Violations and Federal Law “On Environment Protection” in part of ensuring the fulfillment by the Russian Federation of its obligations under the Montreal Protocol on Substances That Deplete the Ozone Layer to the Vienna Convention for the Protection of the Ozone Layer” successfully passed the second and third reading by the State Duma. If endorsed by the Council of Federation and signed by the President of the Russian Federation, the new law may come into effect already on January 1, 2014. It will not only ensure fulfillment of the Russia’s international obligations but also spur the Russian manufacture, education and civilized business. Read more
Working meeting with the Turkmenian Ozone Unit
On June 10–13, Ashgabat, the capital of Turkmenistan, became the venue of a working meeting of the Turkmenian Ozone Unit and the Project Management Unit of the UNIDO project for HCFC phase out in the Russian Federation. The meeting was dedicated to consideration of environmentally safe alternatives to ozone-depleting substances and a set of proliferation measures to be implemented on the territories of Russia and Turkmenistan.
