07.04.2014 - Fifth Meeting of the HCFC Phase-Out Project Steering Committee

On April 7, 2014, Vienna and Moscow connected via Skype to hold the fifth meeting of the Steering committee of UNIDO/GEF project “Phase Out of HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation Through Technology Transfer.”

The meeting was attended by representatives of MNRE, MOI of Russia, ANO National Environmental Management and Cleaner Production Center for Oil and Gas Industries, UNIDO Centre for International Industrial Cooperation in the Russian Federation, and Project Management Unit.

The meeting participants studied and approved a progress report of the Project Management Unit for the period from 01.03.2013 till 01.03.2014, and the Project activity plan for the period from 01.03.2014 till 01.03.2015.

Besides, the following questions have been discussed:

• organization of an inspection of plants to accept works on transition to ozone-safe technologies;
• further cooperation with FCS and MOI of Russia to combat the illegal ODS importation;
• organization, with participation of business circles and federal authorities, of meetings and events to facilitate implementation of the Russian government’s decree No. 228 “On measures of state regulation of consumption and circulation of substances that deplete the ozone layer” dated 24.03.2014;
• correction of the Project working plan giving due consideration to conclusions made following the fulfillment of the first Project part;
• implementation of energy efficiency demo projects;
• creation of information resources with databases containing information on solutions relating to RAC equipment and foams;
• carrying out works on support to creation of an ODS accounting system and respective software;
• support of creation of Russian professional standards for the RAC sector;
• contribution to transition of enterprises manufacturing foams and refrigerating equipment to ozone-safe substances and technologies, and a number of other issues relating to the Project implementation.
