05.08.2015 - Workshop “Disposal of ODS and ODS-containing equipment. Changes to legislation”
On August 5, 2015, workshop “Disposal of ODS and ODS-containing equipment. Changes to legislation” was held in Moscow.
More than 30 specialists participated in the event, among them: representatives of MNRE, Rossoyuzkholodprom, Association of Electronics and Computer Hardware Commercial and Manufacturing Companies (RATEK), Union of Eco-Friendly PU Product Manufacturers and Consumers, ICSTI, major companies of the refrigerating, air-conditioning, and foam sectors, retailers, businesses engaged in collection and disposal of industrial and consumer waste and disposal of ozone-depleting substances.
The workshop covered the following:
- international and Russian legislation in the field of the protection of the ozone layer;
- development of legislation regulating recuperation, reclamation, recirculation, and destruction of ozone-depleting substances recovered from deteriorated ODS-containing items;
- Russian legislation determining the national policy of waste management;
- presentation of a pilot plant for recycling of deteriorated ODS-containing domestic refrigeration and other appliances, which was supplied as part of the implementation of the UNIDO/GEF-MNRE Project;
- ODS disposal and destruction techniques accepted by the Montreal protocol on substances that deplete the ozone layer;
- ODS-refrigerant recovery techniques for refrigerating and air-conditioning equipment;
- information about ODS disposal and destruction facilities available in the Russian Federation.
Workshop participants received handout packages.
Upon completion of the workshop, a draft workshop resolution was discussed.
The plans for November 2015, provide for the second part of the workshop in the form of a visit to a recycling plant for deteriorated ODS-containing domestic refrigeration and other appliances, supplied as part of the implementation of the UNIDO/GEF-MNRE Project.
