ICSTI has developed recommendations for regulating the circulation of fluorinated greenhouse gases

Yury Lonchakov, Director of the International Center for Scientific and Technical Information (ICSTI), sent a letter to Yury Dubrovin, Chairman of the Board of the Russian Union of Refrigeration Industry Enterprises (Rossoyuzholodprom), in which he presented institutional recommendations for regulating the circulation of fluorinated greenhouse gases. These recommendations have been developed for implementation at the federal level of Russia in 2023-2028.

In the letter, in particular, it is stated that ICSTI highly appreciates the efforts of Rossoyuzkholodprom to protect the interests of the refrigeration industry when making decisions to phase out ozone-depleting substances and hydrofluorocarbons (HFC) in the Russian Federation. Mr. Lonchakov believes that the timely adoption of these recommendations can bring significant benefits to both the Russian refrigeration business and the country as a whole.

The presented recommendations were prepared by experts of ICSTI during the implementation of the project on the phase out of ODS and F-gases at enterprises of the fishing industry of the Murmansk region. They are intended to mitigate the problems that representatives of the refrigeration business and customers of refrigeration systems will face due to the upcoming significant reduction in consumption of HFC by 35% from the baseline in 2025, and by 70% — in 2029.

The letter is accompanied by an overview of international experience in regulating the phase down of fluorinated greenhouse gases of anthropogenic origin, which describes measures taken in different countries to monitor and control trade in HFCs, limit their use, organize HFC accounting and emission control, capacity building and public awareness raising.
